Sovereign or state-adjacent organisations have a different relationship to the Evidence Economy than commercial firms do. The stake is not competitive positioning. It is public legitimacy — the discipline with which the state's own record of its activity is published, attributed and made verifiable.[S2-PROV]

Discipline

Publishing discipline as sovereignty.

The Evidence Economy suggests a specific discipline for public bodies that want their record read on their own terms: publish attributed, dated, machine-readable records at stable URLs, in structured formats supported by open standards.[S2-JSONLD][S2-SDO] The alternative is to be quoted through intermediaries whose incentives are not the public's.
